NICC
Board Okays $9.9 Million in Project Notes

Northeast Iowa Community College
trustees recently voted to approve $9.9 million in bond anticipated
project notes (BAPN). This is the first issuance from the $35 million
bond levy approved by taxpayers last December. It will fund expenses
that have already occurred as well as projects that are expected to
begin next year.
In related news, Vice President John Noel gave an update on current and
upcoming construction projects. The project at the Town Clock Center in
downtown Dubuque is proceeding as planned. It is scheduled to be
complete by Nov. 1. This project, which links college services, Iowa
Workforce Development and East Central Intergovernmental Agency,
provides a one-stop center for people needing job dislocation and
education assistance. Projects scheduled to begin this spring are
renovations of the current Industrial Technology facility on the Calmar
campus and construction of a new Industrial Technology facility on the
Peosta campus.
During their annual reorganization meeting of NICC’s Board of Trustees,
Dr. Ken Reimer of Elkader was re-elected president of the board, and
Ronda Kirkegaard of Dubuque was re-elected vice president. Jim Anderson
and Dan White were administered the oath of office as newly re-elected
board members. Sworn in prior to the meeting was Larry Blatz. Janet
Bullerman was re-appointed as board secretary and Tom Ridout was
re-appointed as board treasurer.
In order to streamline the bidding process for projects, the board
accepted a proposal from Noel to raise the bid limit for construction
or repair of public improvements from $25,000 to $100,000. This is
consistent with current state code.
In other board policy action, the board also voted to increase the
current mileage reimbursement rate from $.30 to $.40 per mile due to
increased gasoline costs and the rising use of personal vehicles for
college business.
The board also approved the hiring of Kristi Creek as dean’s secretary
on the Calmar campus.
Following the board meeting, the trustees adjourned to celebrate the
induction of four Calmar campus alumni to the NICC Alumni Hall of Fame.
This annual event is intended to honor alumni who have not only
succeeded in their chosen field but who also give back to their local
community and embody NICC’s values of service, respect, integrity,
innovation and stewardship. This year’s inductees included Dean
Franzen, Elkader; Rene Kriener, Ossian; Linus Kuhn, Waucoma; and Elaine
Sweet, Cedar Rapids. Four additional alumni will be inducted into the
Hall of Fame at the Peosta campus on Nov. 17.
The NICC Board of Trustees will meet again on Monday, Nov. 17, at
2:00 p.m. at the Peosta campus boardroom.
